  • Philosophy and Goal


During the White Terror era, the Investigation Bureau’s business covered political investigation, information collection, counterintelligence and interrogation. This route includes Dalongtong Detention Center, where the Investigation Bureau held and interrogated suspects in the early post-war period, and the two subsequent centers : San-Chang-Li Guest House in the 1960s and Ankang Reception Center in the 1970s and 1980s. The three successive sites functioned as interrogation prisons and torture places one after the other. Through the change of location in different times, visitors get to explore the process of spatial transformation of the Historical Sites of Injustice.

All the sites of this route are open to the public; adding the easy accessibility between locations, in addition to being convenient to plan group tours, the general public can also drive by themselves for self-guided tour. To make the tour more complete, lectures of related topics are also recommended to be arranged in group itinerary.

During the initial post-war period in Taiwan, Dalongtong Detention Center was the place where the Investigation Bureau hold and interrogated suspects. In July 1958, a transfer unit named the First Detention Center was established at Wuxing Street, Taipei City (then renamed Sanzhangli Reception Center in Apr. 1967 and operated until 1972). After that in Jan. 1974, Ankang Reception Center was established in Ankeng, Xindian, continuing the bureau’s terrifying interrogation means and serving as an interrogation prison that detained insurgents.

In the 1960s, San-Chang-Li Guest House was the subsequent to Dalonglong Interrogation House. It was infamous for its strict management and confession way by torture. Most people interrogated there were insurgents or crime suspects. The Interrogation House’s existence lasted until 1972 when it was shut down and demolished. However, forced confession, torture, and detention still continued despite the shutdown. In Jan. 1974, Ankang Reception House was set up to continue the terrifying interrogation means of Dalonglong Interrogation House and Sanzhangli Reception Center.

Ankang Reception Center was with holding cells set inside. In addition to the Investigation Bureau, Taiwan Garrison Command's Military Law Section (Jingmei Military Detention Center) Ankeng Detention Center also worked at the same site. It was mainly used to interrogate and detain political prisoners in the 1970s and 1980s. The interrogation of major insurgents such as political prisoners of the Kaohsiung Incident and the investigation of cases including Operation Clean Sweep all took place here.

The Military Law Section of Taiwan Garrison Command was established in 1949 and operated until 1992. Originally under Taiwan Provincial Security Command, it was reorganized into Taiwan Garrison Command in 1958. To differentiate from the old address in Qingdao E Rd., the new location which was situated at the boundary between Xindian and Jingmei, Taipei City was therefore renamed Jingmei Military Detention Center, serving as the military law division under Taiwan Garrison Command. During Martial Law period. The site was operated for military, political, and security cases interrogation and detention. Many political victims had been sentenced to death or a term of imprisonment here, with the sentence being executed at the site or transferred to Green Island Prison or Taidong Taiyuan Prison after the prisoners being temporarily detained.
